PPG assessed the impact on workers, consumers, and small businesses in Lithuania if Courier Partners on app-based delivery platforms are forcibly reclassified as traditional employees from their current status as independent contractors.

We found that:

Consumer prices will increase by 32%–43%, lowering customer demand by 18%–51% and setting off a chain reaction throughout the economy:
- Merchant revenues will decline by €26–76 million annually.
- The number of flexible earnings opportunities available to Lithuanian workers would fall by 5,900–7,000, a decline of 70%–82%.
- Annual worker earnings would fall by up to €17.5 million annually.
- Government tax revenues would decline by up to €7.9 million annually.

Our report also captures the views of Lithuanian app-based delivery workers on what reclassification would mean for them:

Over two-thirds of Courier Partners say that autonomy over their schedule, work location, and task selection are key reasons they work on delivery platforms.
73% indicate they may stop delivering on app-based platforms if legislation were to remove their flexibility to choose their own hours, tasks, vehicle, or routes.

PPG’s report was published in both English and Lithuanian to ensure broad accessibility, particularly for the local policymaking community and stakeholders.
